3. 项目背景Project background

为贯彻落实《粤港澳大湾区发展规划纲要》《粤港澳大湾区气象发展规划(2020-2035)》以及中国气象局与广东省政府《全面推进气象现代化合作备忘录(2016-2020年)》,国家气象中心、中国气象局气象探测中心、广东省气象局、广州市气象局、广州开发区管委会五方单位签订《共建世界气象中心(北京)粤港澳大湾区分中心和气象科技融合创新平台合作框架协议》,明确五方共同发挥政策、技术、人才、资金等优势,在中新广州知识城合作共建“世界气象中心(北京)粤港澳大湾区分中心”和“粤港澳大湾区气象科技融合创新平台”(以下简称“世界气象中心(北京)分中心”)。

In order to implement the Outline of the Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area, the Meteorological Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area (2020-2035) and the "Memorandum of Cooperation on Comprehensively Promoting Meteorological Modernization (2016-2020)" between the China Meteorological Administration and the Guangdong Provincial Government, National Meteorological Center, China Meteorological Administration Meteorological Observation Center, Guangdong Meteorological Service, Guangzhou Meteorological Service, and Guangzhou Development District signed the "Co-construction of the World Meteorological Center Beijing Guangdong-Hong Kong-Macao Greater Bay Area Center and the integration of meteorological technology Innovation Platform Cooperation framework Agreement, clarify that the five units will jointly utilize the advantages of policies, technology, talents, and fundsco-establishment of "World Meteorological Center Beijing Guangdong-Hong Kong-Macao Greater Bay Area Branch" and "Guangdong-Hong Kong-Macao Greater Bay Area Meteorological Technology Integration Innovation Platform" in China-Singapore Guangzhou Knowledge City (Hereinafter referred to as "World Meteorological Centre Beijing Sub-centre").

为落实合作框架协议,建设具有“世界一流、中国领先、湾区特色”的世界气象中心(北京)分中心,特组织开展“世界气象中心(北京)粤港澳大湾区分中心和粤港澳大湾区气象科技融合创新平台建筑方案设计国际竞赛”,在全球范围内公开征集具备国际视野、高水平、高标准的设计方案,以指导世界气象中心(北京)分中心的建设工作。

In order to implement the cooperation framework agreement, build a "world-class, China-leading, and Bay Area characteristic" World Meteorological Centre Beijing Sub-centre, the "International Competition of the Architectural Scheme Design for the World Meteorological Center Beijing of the Guangdong-Hong Kong-Macao Greater Bay Area Branch Center and the Guangdong-Hong Kong-Macao Greater Bay Area Meteorological Science and Technology Integration Innovation Platform " is launched to publicly collect design schemes with high-level, high-standard, and international vision to guide the construction of the World Meteorological Centre Beijing Sub-centre.

4. 主要工作任务(最终要求以最终正式发布的《设计任务书》为准)

1竞赛阶段设计范围及主要工作内容

Design scope and main work content in the competition stage

World Meteorological Centre Beijing Sub-centre项目选址位于广州市黄埔区中新广州知识城科教创新区内,科教二路以南,筑梦一路以西,用地面积1.3公顷。

The World Meteorological Centre Beijing Sub-centre project is located in the Science and Education Innovation Zone of the Sino-Singapore Guangzhou Knowledge City, Huangpu District, Guangzhou, south of the Second Science and Education Road and west of Zhumeng Road, covering an area of 1.3 hectares.

世界气象中心(北京)分中心主要建设内容包括综合业务功能区、宿舍及配套功能区,计容建筑面积约2万平方米,总投资为2亿元。另外,项目地块设计内容还包括融合创新业务发展区(计容建筑面积约1.85万平方米),为场地预留足够空间,方便后期建设。本次竞赛设计包括项目建筑设计范围内的总体规划和建筑方案设计。包括但不限于建筑整体布局、道路及交通组织、绿化景观设计、公共空间设计、建筑单体(或群体)设计以及绿色建筑、投资估算等内容。

The main construction contents of the World Meteorological Centre Beijing Sub-centre include comprehensive business function area, dormitory and supporting function area, with a total construction area of about 20,000 square meters and a total investment of 200 million yuan. In addition, the design content of the project site also includes the integration of innovative business development area (gross floor area of about 18,500 square meters), leaving enough space for the site to facilitate later construction. This competition design includes the overall planning and architectural scheme design within the scope of the architectural design of the project. Including but not limited to the overall layout of the buildings, roads and traffic organization, green landscape design, public space design, single building (or group) design, green building, investment estimation, etc.
