1.中化建国际 （以下称为“招标代理机构”）受中海油惠州石化 （以下称为“招标人”）委托，就中海油惠州石化 2200万吨/年炼油产品结构优化及质量升级项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Huizhou Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under 22,000 KTA Refinery Product Structure Optimization and Quality Upgrade Project of CNOOC Huizhou Petrochemicals Company Limited by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2.对投标人的资格、业绩及证书要求：
Requirements for Qualification，reference and Classification of Bidder:
（1）资格要求
Requirements for Qualification of Bidder
投标人应为所投货物的制造商或授权代理商。如果投标人是代理商，则须提供制造商有效授权书。
The bidder shall be the manufacturer or agent of bid goods. If the bidder is an agent, it shall provide a valid Letter of Authority from Manufacturer.
如果投标人为境内注册公司，需提供有效的营业执照（具备独立法人资格）复印件，并加盖公章（以上证明文件在年审有效期内）；
如果投标人为境外注册公司，需提供有效的公司登记注册证明。
If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license shall be provided (such document within the validity period);
If the bidder is an overseas registered company, it shall provide valid company registration certificate.
（2）业绩要求：
Requirement for Bidder_EpSingleQuotes_s reference:
自2008年1月1日至2019年12月31日期间，制造商应具备连续重整装置中的催化剂球阀应用业绩；提供的业绩中单个合同催化剂球阀数量不少于20台和提供的业绩中至少有一台口径不小于DN150（包含）的催化剂球阀；
The manufacturer of bid goods must have performance of ball valve of catalyst applied in the Continuous Reforming Plant from January 1st, 2008 to December 31, 2019；the quantity of ball valves shall be no less than 20 sets and there are at least one set of ball valve with the diameter not less than or equal to DN150.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：无价销售合同影印件（含相关技术附件）以及其他证明材料。投标人所提交的业绩证明文件必须至少体现以下内容：项目名称、装置名称规模、合同签署时间、货物名称（催化剂球阀）和规格型号（不限于数量和口径）。未提交业绩证明文件，或所提供的业绩证明文件无法验证项目名称、装置名称规模、合同签署时间、货物名称和规格型号（数量和口径），均视为无效业绩。本次投标的产品型号、产地、必须与上述成功应用业绩的产品一致。
The bidder should submit the performance references and furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: photocopies of un-priced sales contract (including technical appendix) and other evidentiary documents. The evidentiary documents provided by Bidder shall as least demonstrate the contents as follows: project name, the plant name, capacity of plant, signature date of contract, goods name(catalyst ball valve), and specifications. If no documentary evidence furnished, or documentary evidence furnished cannot demonstrate project name, the plant name, capacity of plant, signature date of contract, goods name and specifications, the relevant reference will be deemed invalid. The mode & specifications, origin of manufacture of the bidding goods must be in line with the goods of the successful performance list provided.
（3）技术要求如下
Technical requirement are as follows
1、★2.1.4 化学成份应符合下表要求。
Chemical composition of valve body’s material shall conform to the requirements of the following table.

2、★2.1.7 除特殊要求外，催化剂球阀阀体、阀芯等主要部件均应采用锻件，未经设计方允许不得使用铸件代替。
Except for special requirements, the catalyst ball valve bodies, spool and other major parts shall be forged, and castings shall not be used without the consent from Designer and proprietor permission.
3、★4.1 奥氏体不锈钢应进行固溶处理；铬-钼合金钢应进行“正火加回火”处理；沉淀硬化不锈钢应进行“固溶加时效处理”
Solution and stabilizing heat treatment are required after processing for austenitic stainless steel. The chromium - molybdenum alloy steel should be treated with "normalizing and tempering"；Precipitation hardening stainless steel should be treated with "solution and aging treatment".
3. 有兴趣的投标人可通过以下方式获取招标文件：从2021年2月8日开始至2021年3月1日止，请登录中国海洋石油总公司采办业务管理与交易系统（ ooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。另外，投标人还需要在 （ ooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from February 8, 2021 to March1, 2021. For the first time of login, aregistration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The who lepurchasing process must be operated online and off line payment will not be accepted. After successful payment of RMB2000.00 or USD350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
In addition, the bidder need to succeed in the China international bidding nets ( ）和中海油采办业务管理与交易系统（ ooc.com.cn）上发布。
