1.中化建国际 （以下称为“招标代理机构”）受中海油惠州石化 （以下称为“招标人”）委托，就中海油惠州石化 2200万吨/年炼油产品结构优化及质量升级项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Huizhou Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under 22,000 KTA Refinery Product Structure Optimization and Quality Upgrade Project of CNOOC Huizhou Petrochemicals Company Limited by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2.对投标人的资格、业绩以及证书要求：
Requirements for Qualification, Reference and Classification of Bidder:
（1）资格要求
Requirements for Qualification of Bidder
投标人应为所投货物的制造商(包括制造厂商所在集团公司内负责销售的公司）。如果投标人是制造厂商所在集团公司内负责销售的公司，应提供声明，说明投标人与制造厂商隶属同一集团,负责投标货物的销售工作。不接受代理商或贸易商投标。
The bidder shall be the manufacturer of proposed goods (including the product sales company within the manufacturer_EpSingleQuotes_s group).If the bidder is a company responsible for sales within the manufacturer_EpSingleQuotes_s group, it shall provide a statement stating that the bidder and the manufacturer belong to the same group and are responsible for the sales of the bid goods. The agent or trader bid shall not be accepted.
如果投标人为境内注册公司，需提供有效的营业执照（具备独立法人资格）复印件，并加盖公章（以上证明文件在年审有效期内）；
如果投标人为境外注册公司，需提供有效的公司登记注册证明。
If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license shall be provided (such document within the validity period);
If the bidder is an overseas registered company, it shall provide valid company registration certificate.
（2）业绩要求：
Requirement for Bidder_EpSingleQuotes_s reference:
投标人必须具有在2010年1月1日至2019年12月31日签署的应用于石油石化行业工程项目且I/O点数在3000点以上的SIS系统销售业绩（至少提供两个销售业绩）；
The bidder must have SIS sales performances with I/O points over 3000 for Petroleum and Petrochemical Industry with contract signature date between January 1st, 2010 and December 31, 2019 (the bidder should provide at least 2 sales performances).
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：无价销售合同影印件（含相关技术附件）。投标人所提交的业绩证明文件必须至少体现以下内容：项目名称、I/O点数、合同签署时间、货物名称等内容。未提交业绩证明文件，或所提供的业绩证明文件无法验证项目名称、I/O点数、合同签署时间、货物名称等内容的，均视为无效业绩。
The bidder should submit the performance references and furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: photocopies of un-priced sales contract (including technical appendix). The evidentiary documents provided by Bidder shall as least demonstrate the contents as follows: project name, I/O points， signature date of contract, goods name, etc. If no documentary evidence furnished, or documentary evidence furnished can not demonstrate project name, I/O points，signature date of contract and goods name , the relevant reference will be deemed unvalid.
3）证书要求
Requirement for certification:
本项目配备的SIS系统应符合IEC61508或DIN V19250标准。
The bid goods of SIS should meet the criterion of IEC61508 or DIN V19250.
本项目配备的SIS（包括控制站和全部板卡）的安全等级应取得IEC61508 SIL3级认证，投标时应提供证书复印件。
The safety level of SIS(including control station and all of the board card)should obtain the certification of IEC61508 SIL3. The bidder should provide copy of SIL3 certificate.
3. 有兴趣的投标人可通过以下方式获取招标文件：从2021年2月8日开始至2021年2月20日止，请登录中国海洋石油总公司采办业务管理与交易系统（ ooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。另外，投标人还需要在 （ ooc.com.cn) on the page ofInvitation for bid for purchasing Bidding document from Feb.8, 2021 to Feb 20, 2021. For the first time of login, aregistration (free ofcharge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The wholepurchasing process must be operated online and offlinepayment will not be accepted. After successful payment of RMB2000.00 or USD350.00 for each copy of Bidding documents which isnon-refundable, Bidder maydownload the Bidding documents. Bidder fails to purchaseBidding documents online is not eligible to bid.
In addition, the bidder need to succeed in the China international biddingnets ( ）和中海油采办业务管理与交易系统（ ooc.com.cn）上发布。
This Invitation for Bids will be published on ChinaInternational Bidding website ( ）and China National Offshore Oil Corporation Procurement Platform at thesame time.
