1.中化建国际 （以下称为“招标代理机构”）受海洋石油工程股份 （以下称为“招标人”）委托，就海工液化天然气工程技术 唐山LNG项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Offshore Oil Engineering Co.,Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under COOEC LNG Engineering & Technology Branch Company Tangshan LNG Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

境内货物：合同签订后420日内到达唐山LNG接收站业主指定现场。
For goods within the PRC customs territory：Goods arrive at Tangshan LNG Terminal Phase 1 Project Site within 420 days after contract signed.
境外货物: 合同签订后360日内货物全部装船。
For goods outside the PRC customs territory: Goods on board within 360 days after contract signed.
交货地点Destination of delivery：
境内货物：唐山LNG接收站一阶段工程项目业主指定现场（
For goods within the PRC customs territory: Tangshan LNG Terminal Phase 1 Project Site （address：South of the Eighteen + ore jetty, Caofeidian District, Tangshan City, Hebei Province, China）
境外货物：CIF 中国天津港
For goods outside the PRC customs territory: CIF Tianjin Seaport，P.R. China
2.对投标人的资格、业绩和主要技术规格：
Requirements for Qualification and performance and Technology of Bidder:
（1）资格要求
Requirements for Qulification of Bidder
a.投标人应为所投货物的制造商。
The bidder shall be the manufacturer of bid goods.
b.如果投标人为境内注册公司，投标人需具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或三证合一的营业执照。
If the Bidder is domestic registered company,the bidder shall have legal and valid business license of enterprise legal person, tax registration certificate and organization code certificate or business license with three certificates in one.
c.如果投标人为境外注册公司，需提供有效独立法人证明；
If the bidder is an overseas registered company, it shall provide valid independent legal entity certificate;
d.财务要求：境内投标人须提供与其名称一致的2017-2019年度经审计的财务报表（其中包括审计报告、资产负债表、利润表及现金流量表）；境外投标人如没有经审计的财务报表，须提供与其名称一致的、本公司盖章或签字认可的2017-2019年度财务报表（其中包括资产负债表、利润表及现金流量表）：
Financial requirements： The domestic bidders shall provide the audited financial statements (including the audit report, balance sheet, profit statement and cash flow statement) of the year 2017-2019, which are consistent with their name. For foreign bidders, if no audited financial statements, the bidder shall provide annual financial statements of 2017-2019 (including balance sheet, income statement and cash flow statement), which are consistent with their name,with company’s seal or signature.
e. 制造商应提供ISO9001质量管理体系认证证书，且证书在有效期内。认证范围应至少包括生产或制造范围。境内制造商的质量管理体系认证应在中国国家认证认可监督管理委员会网站（ ca.gov.cn/）核实，无法核实的视为无效证书。
Manufacturer shall have the ISO9001 quality management system certification and the certificate is valid. The scope of certification shall at least include producing or manufacturing scope. The quality management system certification provided by the bidder from within the PRC Customs Territory shall be verified on the website of China National Certification and Accreditation Administration ( ca.gov.cn/). It will be rejected if the certification cannot be verified on the website.
（2）业绩要求：
Requirements for Bidder_EpSingleQuotes_s performance:
投标人所投产品的制造商在2010年1月1日至2019年12月31日期间（合同签订时间）应具有至少3个国内LNG接收站项目（LNG接收站规模不小于200万吨/年）设计流量为450m3/h及以上、扬程为250m及以上的LNG罐内低压泵成功运行1年以上业绩累计不少于10台，并提供业绩证明文件。 投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件（含相关技术附件），和用户盖章的证明文件或投标人书面承诺（提供最终用户
