完成初步设计日期：与可行性研究报告编制交叉进行，在发包人正式书面通知书发出90个日历天内。

Udon South项目已经获得土地使用权和采矿牌照，具备工程设计的基本条件。由于德国EGB编制的可行性研究报告距今已有13年时间，井采钾盐矿开发的技术、设备、材料、工艺、物价都发生了较大变化，因此在Udon South项目2012年EGB可行性研究报告基础上，开展可行性研究更新是必要的。同时，按照中国及国投集团对大型矿山项目基本建设程序管理规定，需开展项目初步设计工作。根据前期沟通，APPC决定将Udon South项目可行性研究更新与初步设计工作分为“加工厂及基础设施工程可行性研究更新与初步设计”和“矿山工程可行性研究更新与初步设计”两个项目进行招标。
The Udon South project has obtained the land use right and mining license, and has the basic conditions for engineering design. It has been 13 years since the feasibility study report was prepared by German EGB, and the technology, equipment, materials, process and price of potash mine development have changed greatly, so it is necessary to update the feasibility study on the basis of the 2012 EGB feasibility study report of Udon South Project. At the same time, according to the regulations of China and SDIC Group on the management of capital construction procedures for large-scale mining projects, the preliminary design of the project needs to be carried out. According to the preliminary communication, APPC decided to divide the update of feasibility study and preliminary design of Udon South Project into two projects for tendering, namely "update of feasibility study and preliminary design of processing plant and infrastructure engineering" and "update of feasibility study and preliminary design of mining engineering".
在Udon South钾盐项目银行融资可行性研究的基础上，根据发包人的要求，对矿山工程进行可行性研究更新、初步设计以及中国和泰国政府主管部门要求的其他设计支持工作，并配合地面加工厂及基础设施工程设计单位（牵头单位）完成项目的整体设计工作，满足项目的建设要求。在满足采矿特许权证规定的相关条件情况下，矿山建设规模要保证在生产期内能满足地面加工厂210万吨/年氯化钾产能的需求。项目规划氯化钾产能210万吨/年，K2O≥60%。

矿山工程设计单位与加工厂及基础设施工程设计单位的责权、义务届时由发包方和两家设计单位签订补充协议确定。

（1）中华人民共和国境内的投标人须具有工程设计综合资质甲级或工程设计化工石化医药行业甲级资质或工程设计煤炭行业甲级资质或工程设计煤炭行业矿井专业甲级资质;

（2）中华人民共和国境外的投标人根据所在国家或地区的法律法规，必须持有设计执业许可或经营许可。

供应商业绩要求：
投标人业绩要求：投标人自2015年1月1日至投标截止日（以合同签订时间为准）应具有至少1个地下钾盐矿山（原矿规模200万吨/年及以上）设计或地下矿山开采工程（原矿规模600万吨/年及以上）设计的业绩（业绩需提供合同封面页、服务范围页、签字盖章页，若合同中无法体现设计内容，投标人在业绩列表中的描述可认定为有效业绩，若业绩仅为可行性研究项目，不能认定为有效业绩）。

香港、澳门特别行政区和台湾地区的规划设计机构的资格要求参照境外设计机构资格要求的规定。
The qualification requirements for planning and design institutions in the Hong Kong and Macao Special Administrative Regions and Taiwan Region shall refer to the provisions on the qualification requirements for overseas design institutions.
供应商拟投入项目负责人最低要求：
项目负责人（又称“项目经理”）、设计总工程师须满足职称和业绩要求，详见招标公告附件。
