A. ★如果投标人为境内注册公司，需提供有效的营业执照（具备独立法人资格）、一般纳税人证明/税务登记证、组织机构代码证或三证合一营业执照的复印件，并加盖公章（以上所有证明文件在年审有效期内）；
A. ★If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license(with independent legal person qualification), general taxpayer prove/tax registration certificate, organization code certificate or the business license of a three certificates shall be provided(all documents within the validity period);
B. ★如果投标人为境外注册公司，需提供有效的公司登记注册证明；
B. ★If the bidder is an overseas registered company, it shall provide valid company registration certificate
财务要求：
境内投标人须提供与其名称一致的2017-2019年度经会计师事务所审计的财务报表（其中包括审计报告、资产负债表、利润表及现金流量表）。
境外投标人如没有经审计的财务报表，须提供与其名称一致的、本公司盖章或签字认可的2017-2019年度财务报表（其中包括资产负债表、利润表及现金流量表）。
Financial requirements：
The domestic bidders shall provide the Certified public accountants audited financial statements (including the audit report, balance sheet, profit statement and cash flow statement) of the year 2017-2019, which are consistent with their name.
For foreign bidders, if no audited financial statements, the bidder shall provide annual financial statements of 2017-2019(including balance sheet, income statement and cash flow statement), which are consistent with their name, with company’s seal or signature.
投标人所投产品制造商通过ISO9001质量体系认证，并提供有效的质量体系认证证书；
The manufacturer of the products offered by the bidder shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.
如果投标人为代理商，投标人应得到所投货物制造商同意其在中国为本次投标提供该货物的合法正式授权书。
If the bidder is an agent, the Bidder shall be duly authorized bythe goods’ Manufacturer to supply the goods in this bidding project.
2014年1月1日至投标截止日，投标人所投产品制造商至少有2套吸泥泵产品的销售业绩 。
投标人须按规定格式提交业绩表和相关证明文件，证明文件包括但不限于(1)销售合同复印件（含相关技术附件）和(2)用户验收证明或用户使用证明或现场调试报告。证明文件须能证明合同签署时间、合同签署方名称、货物名称及数量，否则为无效业绩。
The manufacturer of the products offered by the bidder has no less than 2 sets of of dredge pumps product sale contract. from January 1, 2014 to the deadline for submission of bids.
The bidder shall submit valid performance form and relevant supporting documents (1.Sales contract copy(including relevant technical attachments) and 2. User acceptance certificate or user use certificate or on-site commissioning report).
The supporting documents must be able to verified the time for signing the contract,the name of parties for signing the contract,the name and quatity of the goods,,Otherwise, it will be regarded as invalid performance.
投标人提供ROV轴流式吸泥泵合格证书等，确保其提供的仪器仪表等满足相应质量要求。
BIDDER shall provide the certification of conformity, make sure that they are compliance with the quality requirements.
3. 有兴趣的合格投标人可通过以下方式获取招标文件：
从2021年3月23日开始至2021年3月30日止，在中国海油采办业务管理与交易系统（ ooc.com.cn/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。
All those who are willing to participate in the bids are kindly requested to :enter into website ooc.com.cn/ to purchase the bidding documents (electronic edition) online from 2021-3-23 to 2021-3-30 upon non-refundable payment of RMB 2,000 or USD300 for each copy. After completion of there mittance, the bidder could download the bidding documents.
