1．中化建国际 （以下简称“招标机构”）受海洋石油工程股份 委托，现邀请合格投标人对下列货物和服务提交密封投标：
1. Procurement& Tendering Center of CNOOC Procurement Dept. and CNCCC International Tendering Co.,Ltd.(herein after called “Tendering Agent”),for and on behalf of Offshore Oil Engineering Co., Ltd (herein after called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

关境外提供的货物：合同签订后270天内装船，交货
For goods offered from outside PRC customs territory: the goods shall be loaded within 270 days from the date of the signing of the contract, and the destination port is Tianjin Port, Tianjin, P.R.China.
关境内提供的货物：合同签订后300天内到达唐山LNG接收站项目施工现场。
For goods offered from within PRC customs territory: goods arrived at Tangshan LNG Terminal Phase 1 Project Site within 300 days after contract signed.
2．业绩和资格要求：
2. References and Qualification requirement:
1）资质要求：
1) Qualification requirement:
A. 投标人必须是具有独立法人资格的气动低温蝶阀制造商或代理商。
独立法人资格要求：关境内投标人应提供有效的营业执照、组织机构代码证、税务登记证或三证合一的营业执照等。关境外投标人应提供有效的独立法人证明,以证明投标人具有独立法人资格。
Bidder shall be manufacturer or authorized agent designated by manufacturer with the qualification of independent legal entity of Pneumatic Cryogenic Butterfly Valve.
Independent legal entity requirements: Bidder from within the PRC Customs Territory shall provide valid business license, Organization Code Certificate and tax registration certificate. Bidder from outside the PRC Customs Territory shall provide valid independent legal entity certificate.
B. 代理商要求：如果投标人所投的货物（气动低温蝶阀）不是投标人自己制造的，投标人应得到货物制造商的同意以及证明其在本次投标中唯一提供该货物的正式授权书。如果产品是国内制造商生产，则不接受代理商，仅接受制造商投标。
If the goods is not manufactured by bidder, the bidder shall obtainthe only legal official authority of the manufacturer that the bidder could provide the goods for the bid in China. If the manufacturer is domestic, agent is not accepted and only the manufacturer as the bidder is accepted.
C. 投标人应提供阀门制造商以下三类有效认证证书复印件，若三类认证证书包含产品的类型、口径、温度和压力等级其中的一种或几种参数，则其证书中的相应参数的批准范围需覆盖本次招标产品的相应参数范围。所有证书认证的制造商名称应与其所提供业绩的制造商、此次投标货物的制造商一致：
The bidder shall provide copies of the three type certifications ofthe manufacturer when bidding, if the three type certifications include one or several parameter of valve type, size, temperature and pressure, the corresponding parameter shall cover the corresponding valve’s highest parameter inthe bidding documents. The name of manufacture on the certificate shall be the same with the manufacture of References and the manufacture ofthe bidding Goods:
（1）防火证书：蝶阀制造商必须具有API 607或API 6FA或ISO10497防火证书。
Fire test certification：Vendor should provide API 607 or API 6FA or ISO10497 fire test certification.
（2）外密封性能：阀门必须具备可靠的外密封性能，应至少达到TA-LUFT或ISO 15848-1的要求，并提供相关测试的TA-LUFT证书或ISO 15848 PART 1的认证。
Leakage certification：Valves shall have a reliable outside sealing performance and meet the requirements of TA-LUFT or ISO 15848-1. VENDOR shall provide TA-LUF certification or ISO 15848 PART 1.
（3）特种设备证书： 国内阀门厂商提供压力管道元件制造许可(TS 认证)，国外阀门厂商应提供压力管道元件型式试验报告或证书（-196℃），如无，需书面承诺于供货前提供。
Special Equipment：Domestic manufacture shall provide pressure piping component Manufacture License of Special Equipment released by the national authority agency of China (TS certificate).Foreign manufacture shall provide the pressure piping component Type Test (-196℃) Report or Certification released by the national authority agency of China,When these are not available, there should be written commitment which providing it before supply.
D对产品制造商的要求：Requirements for product manufacturers
产品制造商应满足以下要求:
The manufacturer of the product shall meet the following requirements
（1）防爆合格证：阀门定位器、电磁阀、限位开关应具有由国家授权的监督检验机构颁发的防爆合格证，须在投标时提供防爆合格证书。阀门定位器、限位开关的防爆等级不低于ExiaⅡBT4；电磁阀的防爆等级不低于ExdⅡBT4。
Explosion-proof certificate:Valve positioners, solenoid valves, and limit switches shall have explosion-proof certificates issued by China_EpSingleQuotes_s authorized supervision and inspection agencies. And the vendor should supply explosion proof certificate when bidding. The explosion-proof class of valve positioner and limit switch shall not less than Exia Ⅱ BT4,and that of solenoid valve shall not less than Exd Ⅱ BT4.
（2）电气设备产品认证：电磁阀、定位器和限位开关须在投标时提供CCC认证证书。
Electrical product: The CCC certificate of valve positioners, solenoid valves, and limit switches shall be supplied when bidding.
（3）SIL证书：针对数据表中有SIL认证要求的阀门，阀门、执行机构、电磁阀应分别提供SIL 2证书。投标人在投标时需提供上述证书，SIL认证应为SIL Certification证书，不接受Functionality Safety Verification证书，证书需在有效期内。
SIL Certificate：The bidder shall provide the SIL2 certificate covering the vavle, actuator and solenoid valve, if the datasheet required.The bidder shall provide the certificate when bidding. The certificate shall be SIL Certification, the Functionality Safety Verification is not accepted. The certificate shall be within the validity period.
2）业绩要求：
Requirementsof performance:
（1）自2010年1月1日至投标截止之日（合同签署时间），所投产品制造商具有至少3个中国境内LNG接 收站（规模不小于200万吨/年）深冷蝶阀使用业绩，其中有一个单项合同供货业绩包含深冷蝶阀 供货总数不低于10台，且此单项合同中至少有1台尺寸≥42"且磅级≥150LB的深冷蝶阀。
Since January 1, 2010 to the deadline of the bid (according to the date of contract signature), the manufacturer shall have performance of the Cryogenic butterfly valves in at least three LNG receiving terminals (no less than 2 million tons/year) in china, and among them there is at least one contract of which has the total quantity of the Cryogenic butterfly valves no less than 10 sets, and there is at least 1 set of cryogenic butterfly valve with size ≥42" and class ≥150LB included in the same contract.
(2) 投标人须提交有效的业绩表和相关证明文件（“1.合同复印件相关章节”和“2.用户使用证明或用户调试报告”。如前述1和2无法体现接收站名称和规模，须提供其它证明接收站名称和规模的公开发行文件）。业绩证明文件必须至少体现以下内容：合同签署时间、货物名称及类型（深冷蝶阀）、装置名称及规模（LNG接收站，不小于200万吨/年）、供货数量、阀门尺寸、磅级。未提交业绩证明文件，或所提供的业绩证明文件无法验证前述业绩信息，均视为无效业绩。
The bidder shall submit valid performance tables and related documents (“1.Copies of contract related sections”and “2. User usage certificate or user commissioning report ”.If 1 and 2 above do not reflect the name and size of the receiving station, other public offering documents proving the name and size of the receiving station must be provided ).The performance certification documents must at least reflect the following contents: contract signing date, name and type of goods (Cryogenic butterfly valves), name and scale of the device (LNG receiving station, no less than 2 million tons/year), quantity of supply, valve size, pound class. Failure to submit the performance certification documents, or the performance certification documents provided cannot verify the aforementioned performance information, shall be deemed as invalid performance.
（3）投标人所报的本次招标低温蝶阀（包括阀门本体、主要部件）的原产地和制造商应与所提供业绩中的低温蝶阀（包括阀门本体、主要部件）原产地以及制造商一致，且所投本次招标低温蝶阀（包括阀门本体、主要部件）应在其原产地工厂进行生产和检验，不得委托加工.
投标人提交能体现原产地和制造商的业绩证明文件，包括1.合同复印件或2.报关单或3.原产地证明或4. BV、DNV、劳氏等国际知名第三方检验机构出具的报告，例如出厂检验报告、制造过程检验报告等。
The original place and manufacturer of cryogenic ball valves of the bidder’s quotation shall be in accordance with the original place and manufacturer of the cryogenic ball valves of the offered performance, and must be processed and inspected in the original place, OEM is forbidden.
To prove country of origin and manufacturer, Bidder shall provide the reference evidence, including 1.contract copies or 2. customs declaration or 3.place of origin certificate or 4. certified by a third authority such as Lloyd_EpSingleQuotes_s, BV or DNV or other internationally renowned authority, the certification include factory inspection report, manufacturing process inspection report, etc.
3）质量要求：提供制造商ISO9001质量管理体系认证证书，且证书在有效期内。代理商投标时应提供所代理的产品制造商的ISO证书。认证范围应至少包括气动低温蝶阀的生产或制造范围。境内制造商的质量管理体系认证应在中国国家认证认可监督管理委员会网站（ ca.gov.cn/）核实，无法核实的视为无效证书。
Manufacturer shall have the ISO9001 quality management system certification and thecertificate is valid. The agent shall have the ISO certificate of the product manufacturer. The scope of certification shall at least include producing or manufacturing for pneumatic cryogenic butterfly valve. The quality management system certification provided by the bidder from within the PRC Customs Territory shall be verified on the website of China National Certification and Accreditation Administration ( ca.gov.cn/). It will be rejected if the certification cannot be verified on the website.
4) 从中华人民共和国关境内提供的货物：投标截止时间前已进口的货物：不接受；投标人拟自行进口后销售给招标人的货物：不接受。
For goods offered from outside PRC customs territory:For goods already imported prior to the deadline for submission of bids（not allowed）；Goods that the bidder intends to import by itself and then sell it to the Tenderee after import（not allowed）.
3．有兴趣的合格投标人可通过以下方式获取招标文件：
从 2021年3月24日开始至2021年3月31日止，请登录中国海洋石油集团 采办业务管理与交易系统（ ooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。如未在系统中购买招标文件，不可参加投标。另外，投标人还需要在机电产品招标投标 （ ooc.com.cn） on the page ofInvitation for bid for purchasingBidding document from Mar. 24th, 2021 to Mar. 31th 2021. For the firsttime of login, a registration (free of charge) is needed and only aftersuccessful registration, Bidder can purchase Bidding documents online. The wholepurchasing process must be operated onlineand offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 300.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents.
